California Secretary of State 

The Notary Public Section is responsible for:
bulletreviewing and approving course curriculum and issuing certificates of approval to notary education vendors;
bulletappointing and commissioning qualified persons as notaries public for four-year terms;
bulletcertifying to the authenticity of notaries public and public officials' signatures;
bulletissuing permits to authorized seal manufacturers to produce notary seals;
bulletmaintaining and distributing a list of all authorized seal manufacturers to newly commissioned notaries public;
bulletenforcing laws related to the Child Support Enforcement Program, which provides for the suspension or revocation of commissions for noncompliance with child or family support orders; and
bulletinvestigating violations of notary law and taking appropriate administrative or criminal disciplinary actions.

You must take and pass an examination about notary law. You may register for the exam online at notary.cps.ca.gov or call CPS at (916) 263-3520 to receive an exam registration packet.
